    That's how domains got their fake PR. Redirect to a high PR site before Dec 2013. Then with the Dec 2013 Google Toolbar PR update, the domain gets the fake PR. There has been no Google Toolbar PR update since then. So, whatever PR a domain had in Dec 2013, that's the PR it still shows now. All those faked PR domains from a couple years ago will always show their faked PR, forever.
