I have read in most of the places that Google treats relevancy as one of the ranking signals. In practicality, I observed that one of my competitor's sites is taking links from High PR of different themes; still it is getting constant improvement in PR whereas I am taking links from thematic websites only with low PR and my PR is always lagging behind than that site.
