Strange line in code

Like I said in a previous post, I'm taking over design of a project that was abandoned. I'm nearly complete, except my site won't show in IE. I found this line of code to be the reasoning, and I cannot for the life of me figure out what this line is attempting to do. I can't parse it. This might be in the wrong forum section, I'm not entirely sure.

The code is using a yahoo api and the styles and classes are so that the yahoo api knows what elements need to be used to change/order or whatever the developer used it for.

I would copy this code and delete it from the site, if it is not working properly I would paste it again.

It looks like a tooltip script from YUI.

YUI - If you don't have access to the account, or don't need it or understand it, just scrap it.

It seems strange that it's stopping the site work in IE however.

Does it render ok in Firefox/Operah/Chrome/Safari ..etc (the list goes on!)
