When people are going to learn, if they are going to be corrupt then they shouldn't forget to pay the Metas and Admins share.
Well, that may explain why I could not get a current editor to say the rest of the sites touched by that 'corrupt' editor would get looked at.

Of course, they will be. Metas eventually sweep through all categories. The problem with what you've suggested in the thread is: 1. It is not possible to discern whether or not a site has paid for the listing, unless it's very clear a substandard website. 2. How would you actually prove any of that?
It only takes a little proof in this instance. Rummage through any deleted sites by the editor in question and check out the sites. If they are seemingly up and running just fine and fit the category/guidelines, then re-add them. IMHO, it's not too much to ask (for the end user).
