Anyone generate traffic through this service? What's the quality like considering that it's people clicking on your ad to get paid?

Um I use stormclix out of boredom, and I don't even view the sites I just click and tab away to another page for thirty seconds.

Why would anyone want to use stormclix then if the traffic quality sucks? Maybe for traffic trades?

If you can stand the grueling time it takes to build up a dollar or so, who cares they pay for it no matter what...

Most seem to be fresh mlm sites, and all kinds of crazy stuff that is over saturated in the search engines.

What I meant was... why would any ADVERTISER use them if the click quality sucks...? Unless it's for click swaps or sending the clicks to a mainstream CJ type scheme.

StormPay (read ScamPay) is big scam operation, you can advertise HYIP and autosurfs you are in to create your downline, and when you spend your money there after some time they will just call it illegal and empty yor account and accounts of all who invested, pretty smart.
Also they allow advertaising true illegal stuff like pirated SatTv cards and so on.

If you want to buffer up hits for stats or just expose your site potentially then it's worth a shot, will it pay off? I wouldn't waste my bandwith.

StormPay is really a scam and sucks big time. For examples read on www.getpaidforum.com.
That site is also a good resource to read about the get-paid industri in general.
