Contact the webmaster; and ask him to remove your content. He will most likely remove it for you - do that first. If the user does not remove your content; let me know and I'll assist you for further actions ;)

I agree with WatchOut. The first step would be to contact the webmaster and at the VERY least ask for a link back to your site with credits. However, you do have RSS feeds on your blog so you must be expecting some syndication as long as credit is given. If the copycat won't budge then hit him, his host, and Google with a DMCA notice.

Surprisingly, the webmaster published my comment but still didn't do any change to the content.

A lot of people do it, but unfortunately the easiest way is to first try and contact the webmaster. If not, contact Google/blogspot and they would most probably delete the complete blog or maybe delete all his blogs.

is there a copy-right rule on internet?
    I don't think so.
everyone copies anyone's content easily, and I don't think that it is "very" bad

If your content is scraped onto another site, you can file a DMCA complaint with the upstream provider (netblock owner) Just search arin.net for the IP whois data.

In this case, it seems that google owns blogger. so you will need to fax them your DMCA notice. (search for theri help topic about the requirements)
