I also find a lot of my images from flickr, just have to pay attention to the license codes on them, but they have a huge assortment of "free" photos to use. Or look for the open source photos, creative commons license. I think if you build a complete website and then sell it, you can use the istock photos, you just can't use them on a downloadable template that is going to be used by many people.
