You might even try a 336 x 280 ad at the top of the blogger ad. I have found that the click through rate is also dependent on the niche. In some niches, the click through rate is very high, and it is very low in other niches. You might try setting up other blogs and see if the click through rate improves. Also make sure the adsense ads are near the top of the blog.
I had this problem too till I got my 1 click, anyway, together with the traffic the clicks will come too! But if your ads are not relevant to your content, find another niche or something.
I wouldn't sweat getting ad clicks 1 month in, I'd concentrate on creating a visually appealing website with a lot of content. The readers will come and as you grow your website so will your ad revenue. Yeah, definitely have something above the fold, but other than that - just pump out content and you'll do well!
One good link can have you earning on the first day the site goes live, before Google even has you indexed. For instance a Wikipedia references area link seems to be good for $10 or so a month on a medium-low traffic Wikipedia article.
