The issue is that one of my sites needs a better PR (currently PR0). I am concerning if i am able to get it. Content is KING according seo sources. The problem is that my site don't have regular refreshing unique content, because i offer a hosting services.

Yeah its possible as PR is mainly calculated on quality backlinks (remember quality and not quantity) so as long as the content is good regular updates are not always required. Just make your site good enough for people to want to link to it.

Considering PR has absolutely nothing to do with content, yes it's still possible, always has been possible and always will be possible.

Ok, so i understand getting a high PR is possible without refreshing unique content. But how about the SERP? Will it still possible to rank high in the top SERP without having refreshing unique content?

You're thinking backwards. First find out how ranking works, what makes a site rank high. Then it's easy to answer all your questions yourself. Focus on the end result, not on the possible methods. In short, yes, stale pages can be #1 in Google easily.

Not true. You can get to top without freshly updated content. Just takes more links.

You could always add a company blog to your site. That way you can easily include upto date content and even post links to your lates posts on your frontpage.
