    Offpage SEO is working today also, but you must use high PR sites having dofollow link property. Do not spam and use high level content for marketing that it.

    Yes, you should focus on Off page SEO, since google wants to see that your site is popular over the web. I had a site with perfect on-site SEO, lots of unique articles inside but without off-page SEO and it now doesn't rank anywhere :(

    Seo off page is important to get link juice but you make sure that you are not making spam while doing off page and new update for seo is that off page will not worth untill your on page is going to be correct

    According to me YES. Off-Page optimization is still working because it is the only way to do online marketing. If you do only On-Page SEO then there is no guarantee to get good ranking in Search Engine. You have to do marketing of your website only then you will get good backinks and you will get good ranking. But I advice you one thing, always use Quality and Unique content in your website as well as for submission.

    there are many techniques are useful to get good results. But I suggest you from them are Article Submission, Web Directory Submission, Social Media Marketing, Social Bookmarking, Blog Posting, Forum Posting and Commenting, Web 2.0 Profile Creation, etc... Web 2.0 Profile Creation is the most beneficial according to me. And one most important thing I would like to say is that you Must have to submit Unique and Rich Content in Submission.
