Buy a hosting service from the webhosting companies. You will need php5 and mysql. Wordpress blogs are the popular blogging platforms available.
Its easy to install, just follow the instructions in the fantastico panel form your hosting account.
After installing wordpress, choose a theme and start posting...

Read up everything you can on SEO. Just because you build your blog, the world will not know its there, unless they can find you.
Also look at blogs that specialise in blogging like problog ect. You will get good ideas there.
    Best of luck with it.

By the way I started doing hosting, clients have their own Control Panel, so they can download wordpress automatically. If your not fixed up yet, with Hosting,PM me and I will send you details

Yup, find some cheap web hosting and get WordPress to manage your blog. That's pretty much all you need to START your blog, but to grow it you'll need much more like SEO

Easiest way is to find a hosting company with "Fantastico Deluxe" built into Cpanel. Usually found in the specs of the hosting package section on their website (hostgator.com is one such site). You install the wordpress blog with a few clicks and there is NO learning curve on how to upload via ftp or file manager blah blah blah. Clickety click and you've got a blog. Easy as can be.

    - Next you need to decide what topics you will blog about, make some categories and/or pages that are relevant.
    - Find a theme you like - there are so many free and paid themes out there. If you plan on monetizing your blog make sure you get a widget ready theme that is compatible with the latest wordpress version (not all free themes are, so watch for that).
    - Install some key wordpress plugins like wp-captcha (for comment spam) and wp-ads (to create your affiliate marketing advertising, google adwords etc).
    - Start building good content - original content.
    - Build links to get PR

And THEN you'll be ready to start making money on your blog. Good luck!

my advice is to use godaddy , you can install wordpress app from them, then find a free theme and upload it to your themes directory. go into your wp-admin and then start setting it up. It is really very easy once you start going.

To get a better understanding about blogging, you can use a free service like blogger or wordpress (wordpress.com) first. IMO, both blogger and wordpress are great place to start blogging. Once you get a hang of it, you can try self hosted blog. All you need to do is register a good domain name and then choose a good hosting service (I recommend Dreamhost).

Concentrate on conetent, content and content
SEO will help you to popularize your blog

Start doing it and you'll learn everything gradually.
    All the best pal ;)

your first step in starting to blog is to clarify your thoughts why you want to blog. there must be some reason behind it. if you don't have a reason, find one. once you have the reason, build your motivation on top of it. then work on your dreams. everyone must start somewhere deep within before going into technical and getting their hands dirty.
