I know meta keywords are not important anymore but title and description still play rules. Then why not copying the exact title and description of someone else's domain that can be seen on top google and use it for your advantage.
Note: I am assuming you have more aged a higher page rank than the other targeted website.
    thanks

it's not such a bad idea, but there's much more to it than those two, so if your content is superior to the targeted site, should work fine.

If you have stronger links then yes you will outrank them. But it's not necessary to copy their meta tags.

If you already have a better presence (PR, website age, content, reputation) you should not need to copy it as it is. On the whole it should work in your favor but then instead of plain copy n paste you could see what is working for them and try to replicate the effect with your on content. Nothing wrong in learning from existing examples.

Copying the exact title isn't really a good idea, but scoping out your competition is very important.

You can't use title & description same but you can use keywords.

Always good to vary the text and also find other keywords or longtails you can beat competition on.
