Is there will be any point if i update the blog cos i'll be using it like static html small site, will there be any penalties if i use wordpress that will look like a static html or php site.

WP is absolutely fine for creating a static site. It's all just html once it hits a browser/spider.
Just make sure your permalink urls are nice (for seo), and check your theme's code to make sure it's all valid and has some decent <title> tags.
    WP rocks.

Note: You will first have to create a "Page" using your Wordpress "Write" feature (this will be the "static" page you will use in the next section below).

Next: You will have to go to your Wordpress "Settings" - then the "Reading" section to set your homepage to a "static" page. Just select the "Page" you created under the "Front page displays" section and it will show up as your Wordpress homepage.

    Hope this helps!

All you need do is play around and edit a few of the pages like removing comments etc.

We done this on our site (red font in our signature) and it works a treat.

It really depends on what you would like to create. Seeing the example you have provided does not really inspire!
