As long as the code is well written, and the content is good, it makes no difference. Just because a site pulls its content from a database doesn't make it any different from a site that hard codes the content into the code. Free sites like Blogspot/Blogger and the free hosted WP are very limited in what you can do with the code. However, if you install and host them yourself, then you can make "blog powered" sites every bit as SEO'd as a static site.
