Statcounter has been a PR10 for a while, I added it to one of my new directories and it was a pr10 then, also have it added to some of my older directories and it was a 10 then. There has not been a change for statcounter in a while.

StatCounter is second to Google in terms of backlinks. It should be even more than 10PR! Imagine how many pages are including its tracking code.

StatCounter is going from PR10 to a PR9! What you are seeing is that some Datacenters are now returning a PR9, Most of them still a PR10. The toolbar PR points random to a datacenter.
