Well, that is one way. You start with low cost and networks have a bunch of affiliates waiting for new offers. But in long therm is cheaper to buy affiliate tracking software and run your own program. That way you would save much more money in long therm. But problem would be finding affiliates. Go with clickbank. If in any case that wouldn't work out, you wouldn't lose much money.
