Starting up a job board. How to promote it initially?

In the initial stages all the job boards are empty. So what steps one should take to make people from posting for jobs in your job board? I am thinking of keeping it free to encourage employers and seekers. But even if it is free nobody would like to post on an empty board.I would love to get some tips from you.
    Thanks:)

It will require some effort but you could set aside a budget, say $100. Contact a local recruiting company, talk with a requiter, request that he/she post all their jobs of the same category, nursing for example, you will then run a ppc campaign through AdWords / MSN adCenter / Yahoo Search Marketing with the amount of money you set aside. Bid low, you are only going to need to deliver a couple of leads a week, then at the end of the month show the recruiter how much traffic you sent their way, via your site. Tell them you will continue to do that for another month or two as long as they continue to post jobs. In the meantime go to job seeker forums and manually respond to individuals looking for a corresponding job that is posted on your site.

Like I said, it will take some work and a little money up front but you have to get past the initial catch 22 of no posting means no traffic, no traffic means no postings.

    Good luck.

I would personally look for job listings and ask the employers if they would list their listings in my directory, free of charge of course...

The market is so saturated, so you will need to specialise on one particular area.
eg.Jobs is a particular town, specific occupation,

There is too much competition - with big money behind them - to try and make a huge directory
    - specialise and you will do good

Thats a tough market out there. You can post classified ads on newspaper's jobs section.

contact staffing agencies, temporary agencies and your local government job placement services

    Get listings from them

Also get rss (or just copypaste) from top job boards. Those employers are happy to have their ads elsewhere. Get permission from them, they will give it.

Larger companies that keep offers out there, as well as franchises are good sources.

talk to local churches, ask about their job board and populate your online version with those

don't forget to check and promote on CRAIGSLIST!

keep thinking along those lines and you won't run out of jobs to post
