what about legal and financial responsibilities of starting up the ad network? I bet that would be a big expense.

I know it is old thread but some of the discussion here is so much better than others. I have looked at several scripts and found all of them to be less than 50% of what they should be. However it does not cost thousands to run such a site. 99% ad networks have failed. phplemon is useless and so is inClick which is damn expensive to even try. Others are way too buggy and have no support. Unless one gets a proper script, the likes of which power the well known networks like adbrite, adtoll; you are just wasting your energy

I don't think that the script is going to be a big problem. the system and the payment requires a lot of work. there are lots of ad networks. so you'll need lots of advertisers to get lots of publishers. You'll need to have a good payment method otherwise people will go to other networks. you'll need to have money for techincal suport and so on. good luck cause you'll need it
Actually, script is the main problem I think. Rest will be tough as well but such is the nature of any business. This is not kids play anyways
When considering starting an ad network, I see too many think it's easy to install an inexpensive ad script, create an attractive page, and expect to make money from just that. On top of that, I am beside myself to see how many newbies install a program (ours or otherwise) thinking they can give an absurd revenue share rate to their publishers. I've seen some networks brag about giving a 95% revenue share to their publishers thinking they will crush [insert large network name here that has millions in marketing dollars]. Simple math tells me that the plan was not well thought out - revenue would have to be over $250k a month to barely break even. Add marketing costs to sustain that level, and you are broke. What am I getting at? Think things out thoroughly. Look at each facet of the business, investigate it, and course correct as needed. So many factors dictate your success: the choice of ad platform, your customer service, the marketing efforts. All of these touch points and more all stem from your business plan (provided you have one). I will say this: in every case of failure we have seen with regards to startup ad networks, it always came back to one common denominator - the lack of MARKETING! The bottom line: Think everything through, plan it out, you can succeed.
