Well , the process is simple :-

First you need to create the website files including database files if you have any .
For that if you don't know coding then you may hire someone , i am ready to do it for $ 100 if its a small one with about 10-20 pages .
Then , its time to host it . I suggest going for godaddy . There you get the best .
Before that , determine the type of hosting like shared or dedicated ?
If dedicated , it will cost around $ 120 or so ... it depends on the configurations .

After that you have to do the main job : Advertising your site
Thats it . If anymore doubts then just pm me

First buy a domain. Duh. Like pinsoh said, you could try Godaddy.

If the .com is already taken, try .net, or .fm. I have .fm, and it works even better than the .com due to the look of it. If that makes sense. When you are doing advertising online, it really doesn't matter which extentsion you have.

There are plenty of hosting co's out there, but which ones are the best is the real question. I use CrystalTech, and they have kick ass phone-support team. In addition, they are in the United States!

Whomever you choose, they will help you set everything up, so don'tworry about that part.

Have you looked at sites similiar to what you want to do, and get ideas that way?

I have FrontPage, and so far it has not failed me. I know very little about code, and it really isn't needed for basic sites. Like building a house of toy blocks, it is basically the same with a simple site. Put in tables and cells, color it, and then put in pictures.

    Yes, it is that easy.

I also hired a college student to help me with the technical crap I know nothng about. Call the school in your area. There are plenty of cheap students around. Mine is charging me $15 an hour. Sweet! :)~
