I was just curious ain't there like premade cpanels and etc that I can use if I'm going to create a hosting website? I'll just need to get dedicated servers and things to that nature, but I was thinking there was like pre built sign up forms, and control panels I can integrate into my current design?

I recommend and use WHM Complete Solution - great backend, takes card of billing, account signups etc.

Don't start up a web host unless you have a strong Linux or Windows server background.

Starting a webhost and becoming a reseller are two different things. By becoming a reseller you just sell webhosting and can appear to be a full webhost to your clients, except that you dont deal with server issues (you dont have to know about linux and servers).
