I would go general as celebrities popularity tends to fluctuate. I doubt Paris Hilton will be this popular in 10 years time.
I say go niche. Daytime/late night TV is a good idea. They tend to stay popular for a long time and the fans are pretty loyal. - David Letterman - Jay Leno - Conan O'brien - Regis - Oprah - etc. Get the idea? Very popular and long term. Not only that, it's a whole lot easier to optimize and get results for say "Conan O'Brien" than it is for "Brad Pitt" or "Paris Hilton" so you'll probably have a lot more success in the long run.

I am having a Indian Bollywood Actress , Rani Mukherjee's Fan site , here @ Rani Mukherjee I have used , wordpress as the News blog cms . and i have used Menalto's Gallery as my gallery manager . Actually , Fan sites can be used as a fire source , but i cant get to the full potential . Currently , my daily visit is about 50 . Actually i stopped caring , thats why . But i raised the daily visit from 10 to 30 , back to 20 , then to 50 , then to 60 and now currently at 55 . When a new movie , comes , expect more traffic .
If your hoping to get traffic organically on search engines i'd focus on specific celebrities or event particular parts areas of interest on certainly celebs (such as one solely dedicated to their relationship history, their non-profit causes/work (which they all have), or their drunk antics. just an idea. good luck!
