Page Rank is one of the things webmasters are looking to achieve as soon for their online business.
Since its important, why not starting the business with PR2 domain.

There are many services to sell second hand websites, old domains, un used domains, websites with no owners and so on....
Virtual Web Market are selling PR3 domains, WebsiteSlate is a free tool to find good domains, on Buy Traffic Guide you will find more services like WB and other as a market place and many others.

Looking and buying PR2 domain can cost you couple of hundreds of USD, but its better than starting with PR0 and working for 6 month to get the PR3 ( Even old domains with no PR can be PR3-4 much faster )

Start your business with PR2 website, why not ?

Why? It's not like PR has anything to do with SERP which is actually important for us and it's not like PR 2 or PR 3 is hard to achieve if you know the SEO basics. A couple of hundred dollars just for the sake of PR?

    No, thank you.

If you can find and old, or high PR, domain relevant to your target niche, then that's a great purchase! However, that's not easy to do at all. Additionally, buying a PR2 website that isn't relevant to your niche is a waste of money.

It would be a great deal, maybe, if each domain was a couple of bucks.
Anyplace sells new domains for little cash.

Not much different, really, than starting over for $5.

I assume they think the domains have some premium on them.
In reality, there is no premium on a PR2 site, unless you really,
really, really wanted that domain name. If not, there is no
    premium.

You would have no idea how the site got to PR2 nor what the links
are optimized for. You might switch the keywords around and your
    PR may drop.

There's really nothing magical about PR2 as opposed to PR0 when push
comes to shove. I have a couple of fully functional PR4 sites I'll sell.
    Yes, they would be premium.

If the cost of a desirable PR2 domain was $50 or less, you may have some
takers. Anything more and the cost is not justified.

It is not for the sake of PR, but for the purpose of domain age, which such aged domains may come in useful. PR is not the sole measure of website traffic that which a site can get from search engine results but it is one of the factors as counted by google algorithm.
