If you mean what do you need, then you'll need Reseller/Master reseller hosting for a start.

This can be found in many places here on DP such as the following users (in no particular order):
    TMZHosting
    IwhiC
    FireBallHost

    :)

if you are serious start with a reseller , many have "all inclusive" and you don't need to worry, see above or search on google but for sure will be more opinions

Do you have any experience in server management? You mention to cPanel, I assume you want a Linux server? Can you manage it from CLI?

I suggest you start small with a reseller account. The hosting market is too saturated at the moment and if you are around here at DP then you'll notice that companies are posting offers every 10mins and we are now getting offers like $0.84c for unlimited hosting.

But if you do want to go for dedicated/VPS, start small and expect to make loss for at least 3-4 months. :)

On a side note, if you need a dedicated/VPS, PM me. I have them from $30 per month with cPanel :D

If your are firm on starting a web hosting business then go with a proper reseller! Don't use Master Resellers, they will only give you issues when you grow big!

Second, i would say! Don't start a webhosting business at all, it's a huge market with thousands of webhosting companies and it's not easy what so ever to receive good and honest long staying clients these day!

There is so many webhosting companies offering the same as you, that you will HAVE to provide the best 24/7 no matter what at all times, else they will just move to someone else instantly! It's a tuff business and i recomend you to think twice before you even think of purchashing a reseller ;) (Stay away from Master Resellers)

    Thanks,
    Freddy

I would tend to agree with the master reseller statement to start off because your correct. If you ever want to move to a dedicated/VPS you can't without hours of hassle because of the terrible backend it has.

The backend of the shitty Master Reseller software is truly shit! The entire software itself is useless for any company that intend to have an stable and automated webhosting business offering Shared and Reseller accounts ;)
