    I would say, start a new as this would give you a full control over its development and promotion.

    Buying an existing site is also a good option, but its at times difficult to buy something as per your expectations.

    But otherwise, I always like making my own sites.

    i would suggest you to buy a pagerank3-4,
    as the price is reasonable and you can also upgrate to pr5-6 or more by yourself.

    I suggest starting from a scratch, it is not so hard to achive PR3 or PR4 you will need to spend less money developing your site then buying something with PR.

    If you are going to buy, dont buy a dropped domain - buy a real directory site...
    Start from scratch works if you have to do all the needed things.

    start new. you control everything that way. no need to re design or improve link building or PR. its all one new process.

    it all deponds on your time! right, get a nice running directory/website, with nice enough PR, and promote it to make it even stronger!!
    a new site, starting from scratch will take time to develop, but then yes you will have a proper control over it's promotion and development!!
    i would suggest you to go for the buy option, saves a lot of time;)

    Unless you are getting some decent site for a reasonable price, I will suggest to start from scratch.

    As others said, you will be in full control that way and will get better results with your own experience.

    I agree. Most directories that get sold are either

    spam/QBC projects
    unwanted stuff
    sold to fund another project - so owner did not care about it as much...
