Im not surely sure about this, i can code front end stuff xhtml/css and some php so i can get the website up but id want to make sure its secure.

One of the cheapest would be godaddy. They start at $18, but it is not all that much protection. https://www.godaddy.com/gdshop/ssl/ssl.asp

I use geotrust myself and have found the certs to be exactly what I need from a security standpoint. My web host is a reseller, so I bought the cert through them and they did all of the work for me. http://www.geotrust.com/

You will need a dedicated ip to host with a SSL certificate.

I use Godaddy, and just having the https will secure many potential clients. For 18$ a year, or even less, you cant go wrong.
