SQL Auto intergration Needed

I am looking to hire some one that has knowledge of SQL intergration with postnuke

Example

What i need is when i add or remove a block or module in the postnuke admin area it is automatical update on the other standalone script template

This can not be done with code because there is no call in the template its all from the DB
