    I have a one pager url (maybe you could call it a splash page) that links to my actual site.

    IS there any hope that Google will index it and is it possible to do SEO on a one pager?

    Yes, it will index. More weight on 'big' sites than single page one.

    SEO success also depends on the number of back links.
    Single page website with no BLs won't help
