Why are reciprocal links more expensive than regular links?

I would have thought it would have been the other way around. Also, because it's a new directory with no PR I would suggest you make the Directory free for regular links for a limited time; this will drive traffic to your site which will encourage people to submit links. Just my thought anyway!

I agree, a directory needs to have some visiblity in search engines before its worth paying any money.

 

No it doesn't. Free dirs have nothing but spam sites or sites that are in the wrong categories, or other thing that could hurt webmasters sites. To many dirs are just like link farms nowadays. I own a couple dirs and all of them are of the highest quality, because I can spend the time to promote them and get them to a high pr and alexa without the need of spammy sites getting in, or messing up categories, etc. So, please rest assured this directory will grow. And all listings are unlimited so even if it takes a few months eventually it will be a high dir because of the quality because it is a paid dir. Thanks.
