special Characters issue

    Hi,

    I am facing special characters(japanese and chinese) issues which gets resolved when i refresh the page. Can any1 tell me what can the issue be?

    I have this page in my file.
    <meta http-equiv="content-type" content="text/html; charset=utf-8" />

    PS: I do not know the root cause of this issue, so i have put it here,
