Spam Pages in Number One Position - Can Anyone Work This Out?

    I'm targeting local limousine hire and the number one site has a load of duplicate content:

    google.co.uk/search?hl=en&safe=off&client=firefox-a&rls=org.mozilla%3Aen-US%3Aofficial&hs=ihW&q=limo+hire+north+east&btnG=Search&meta=cr%3DcountryUK%7CcountryGB

    They have a total of 4 incoming links (when only viewing links excluding their own domain!)
    The links seem to be a mixture of directories and 1 myspace link...

    They have over 50 pages indexed in Google and most of this is duplicated nonsense. For example, a page for "Main Keyword" "Town1", "Main Keyword" "Town 2", with the same content on each page.

    The pages seem completely stuffed with keywords too.

    They rank number one for all the relevant search phrases, and I just don't get it. I try to follow all the rules, and not spam the search engines, but what's the point when blatant rubbish like this is appearing at the top?
