There is a report, known as the "Palmer Report." It was an investigation by a UN committee "headed by former Prime Minister of New Zealand Geoffrey Palmer." They found the naval blockade was legal, Israel owes no compensation nor apology. If you want a different link, here's one.

The report may have been more critical of Turkey than they had expected. The delay, and negotiations, are probably all about Turkey trying to get the report "softened". But, now the media is saying it could be released at the very end of this month.
This is Israel version, find some Turkish source and I am sure they will say that Israel is delaying the report to hide the fact that they executed innocent people. How about waiting for the report before posting every thing Israeli sources say as the one and only truth.
