I think you must be taking this out of context. Give us a link to thread where this was said - I am sure MAD4 must have been being sarcastic and you misunderstood him.

I agree with this very much, though would change the word "existing" by "established". There were very strange updates lately.

It's a fact that for the last 2 PR toolbar exports (maybe 3) Google has not changed the pageranking for established websites. Who knows when, or if, Google will do this correctly.

Some sites which had PR changed their PR, but rarely. Some were supposed to change PR but kept old, that's true.

No, I've seen PR increasing, that isn't something magical. But that happens very rarely. It happend to one of my sites.

I'm just guessing that to increase PR from 5 to 6 will be much harder then from 2 to 4. I'm not even guessing it's for sure, and I've read about it very often here in DP. I think google is thinking about something original for already established sites, to find out whether it has become more popular/trusted/better.

    Whatever. I really don't know :D

Googleguy did state it wasnt a priority for them at this time so I agree with your question, who knows when!

I guess the Big Daddy update created such a mess with their index that their priority is tweaking it then we might see more PR updates.

Look at Matt Cutts PR some DC's have it as Zero and others have it as PR7. Check it here

I agree with BILZ. I have come to trust what MAD4 has to say. And this may just be a bit of sarcasm ( based on truth ) pointed at the last couple of PR updates that did not seem to affect sites which already have an established PR.
