Your paypal account may hacked, password change is a best thing, but be aware with the email account that used to paypal. you can contact with paypal and hostgator. In hostgator there is an online chat tool. within few seconds you can get online help from an employee there. Then tell about this transaction. They will track it and get an action. you may lucky to have a refund from hostgator. Usually hostgator is refunding to paypal.

Host gator offers a 45 day money back guarantee, if they don't want to help you out with your theft thing, then just tell them your not satisfied and you want a 100% refund.

Don't worry! use that transaction ID and give it to a hostgator online help career, he will help you.

Why would someone uses your paypal account without permission and purchased at hostgator? that is so stupid, he could get his hosting service suspended.
