    I really doubt anyone will do something like that for a, lets say, acceptable price ... I mean, lists are very valuable if they are good, even if they are small ... and there are ways to do it for yourself in a regular (and not so hard ways) ... if you are buying some list of list building service, be careful not to buy lists with fake e-mails, junk lists or lists with no opt-in members...
