From the IP, you can know who is their hosting vendor. Try to contact them first

Just whois the IP, and you'll see the abuse email (generally abuse@ipowner or abuse@datacenter) and they will deal with your request. If they can't, they should forward it on for you.

Wget is just another user agent and not much different from Firefox, Lynx or Internet Explorer. It can only access what any other browser already can.

Unless there was some other abuse involved (such as hacking into your site, denial of service attack), there isn't much you can do about it. The hosting company or the individual responsible will probably blame you for not taking appropriate measures to protect your data.

You can probably claim copyright if they use your site design, images etc., but that would be true for anyone who does this, regardless of the browser/utility used.

It depends what exactly do you mean that someone "ripp" your files? If your files are available for public download, then anyone can download such files, using any type of software (IE, FireFox, Wget, Safari, or any other). If that someone is now using your files on some other website you can complain about copyright issues (if your files are copyrighted and you have proof for that). If those files are not copyrighted... then you can't do much... actually you can't do anything (legally speaking). In that case just try to protect your files better, or place such files in some kind of password protected zone.
