Someone is Using My Articles on Their Site - Advice?

Google knows who posted something first. The duplicate content issue isn't a huge concern (for you anyway, it is for them). This stuff happens, and in many cases is a good thing when they leave the backlinks/affiliate links. If it still bothers you, I agree with emailing them, and then contacting the host if you receive no response.
