Someone is building automatic backlinks to one of my client website. When I analyzed the google backlinks of my client website I saw more than 200 backlinks to my website from same type of Chinese .gov sites. Even I saw that in some such websites there are lots of link of my client website on the same page. And I also notice a great decrement of ranking of the keywords. Please help me how to deal with is such a condition. I expect a perfect solution for it. Thanks

Think I have been having the same trouble myself we seems to be getting new links from spammy places lately and our rankings have gone down, dont know what can be done about it, not sure its defo this but the conclusion I have come to.
Just ignore that comment links. You need to create more and more quality links from high quality site, then you can overcome this situation.
as such google has not evolved to work out a solution against such spam from people. If if was some reputed site then google might have bothered to do something but for small webmasters google is not interested in really pursueing any concrete solution against this. But still inform them thru the Google Webmaster tools with a reinclusion request for the domains that have dropped in ranking. And in 15 - 20 days they will investigate your request. That is your only hope.
