you should send them an email asking them to remove the content. If they don't respond to that, tell them that you have involved your lawyer to sue them for copyright infringement if they don't comply.
You actually have the same user on your blogroll as well. He must have taken it from here http://frenzrss.com/. Hasn't given credits/linkback though.

That is unacceptable. This guy knows what he's doing. The blog is established and well set up. I'd go straight to Blogger.com and complain to them. They will force him to remove it or take him down. You need to inform them and make a deal that they are copying the content of your blog. It is happened to most of the blogger and they didnt credit for the owner.

Contact the provider he's hosted with - and tell them in a straight foreward and calm manner that they are hosting a copyright infringement. If its on blogger - they have to do something about it.

I hate to tell you that people will not typically respond if you ask them nicely. This is something that I learned this along the way, and have perfected. I just found a site that was using my content yesterday and this morning, it had been removed in response to a message I sent. By following the directions I included in the post I mentioned earlier in this thread about copyrights, I am able to effectively handle close to 100% of copyright infringement issues.
You need to go to blogger and make a big deal to it to them. More importantly, go to whoever is advertising on his site, adsense? tla? and tell it to them. If he gets dropped by his advertisers he will be much less likely to continue
