Yes, there might be some chance to be penalized, to prevent this use META CANONICAL tags.

No it wont affect your website as long as your website content is original and the person who is copying your content should be or would be penalized by Google in neat future if Google traced duplicate content and if you want to let Google know about duplicate content than you can submit ticket to Google Search Engine.

Yes it is possible to get penalized if someone steals your content and publishes it on their own sites.
However Google usually sorts out the most probable source of the content so that the original publisher gets the highest SERP rankings for it.

I don't think it would be a problem if Google found out that you are the first one that publish it

That's the problem. That's why you should write your stuff so it's attributable, even if the links are stripped out.

You can check whether your content has been copied through copyscape.com. I think there are no chances of Google penalty on your site if someone copied your content and used it in his own site.

There is no chance of getting penalized until and unless your website is crawled first before the websites which copied your content.., if the scenrio is like this "You posted content on your site., some website copies your content and the website is crawled first but not yours, then your site may be charged with penalization"..

They're copying it because they are lazy, and they are also breaking the law.

your website will be indexed first, if someone is stupid enough to copy that, Google will ignore them until they receive enough backlinks. In most cases, Google won't rank these content so no worry about it chee r!!

Ofcourse you can get penalized if you are copying someone's content or if you are getting your content copied. Google loves unique content. I think the person who is copying the content is most likely to get punished because Google will have indexed your content first. When it will find the same content on another site it will recognize it as duplicate and punish the copier.

If some one is copying your content why are you worried, the search engine of Google will cater this by its own self and penalize the website of the person who is doing such an act.
