No, you cannot get your money back, as Paypal buyer protection does not cover, ebooks. So, you have been cheated.

If you arent verified, you cant do anything. If you are, you can get your money back!

So better get a gCard or any other VCC to get verified...

All that for $15? He would end up spending more than that to get a VCC.

there is now way, in which you can get your money back. You have to accept the fact, as this is the risk involved. Paypal protection does not cover intangible goods.

Just file a chargeback if you used your credit card with paypal. That's what I had to do because smithlan from the forums tried to scam me with a YPN invite.

What prepaid card? Is it VMI?

VMI are being banned now by paypal FYI. ;)

Why not verify it? File a dispute but I doubt if you will be given considerations because you're unverified.

You can file the report to Paypal eventhough you are not verified. But, the chargeback will either can be done for you or your money will loose forever.
