    I wouldn't worry to much, he'll never get paid. While he might think he's getting away with it, he honestly has no chance of getting a check.

    I would not report him simply because I am not a snitch. However, I would remind him that it is no honest to ask people to click on his ads and rob the advertisers. Maybe he'll have a change of heart.
