    I presume that you mean the high rates of crap free directories? If so the first thing that can happen is for SEO companies and Bulk submission companies to submit AFTER reading the guidelines. In other words create good submissions rather than keyword stuffed titles and descriptions, add company addresses - just plain old "make a good submission".

    The second thing is for directories - all directories - to delete or at least modify all the crap submissions.
