Though I don't think this thread belongs here, I want to help too. Yes, "just my 2 cents" mean in my opinion. To ask for someone's opinion, sometimes people say "a penny for your thoughts" so it's basically the same idea. They're not being sarcastic really.
You usually use "my two cents" if you want to sort of sound humble about your opinion. It's like starting a statement off by saying, "for what it's worth" I think you should..... We should ban the use of the word "war" in front of any person's name and the word "pawned" or any variation of it. my two cents.
