1 - If you get rejected, fix the reasons why you were rejected and submit again. 2 - No. 3 - Google does not like paid directories that give away a listing to anyone. Submit to paid directories that actually review and edit your listing. Submitting to directories will never hurt your site. Otherwise you could ruin your competition.

It's very important that the directory itself to use legit ways to imporve its traffic. Any trace of black hat SEO will affect the directory itself and also you if you are listed, but on a very low percent, it all depends of the ways of the directory is using to promote. Blacksnow, careful dude your creating duplicate threads. Im not sure to be honest, ive never resubmitted to a web directory. Its your choice, only you can decide if it makes sense to submit to more or less, personally i believe why limit yourself? Payable directories are still used plenty.
