Some question about proxies.

I am using packetflip private proxies and they need to input username and password before able to use the proxy.Does packetflip provide ip based proxies where only I able to use those proxies if it's coming from my ip incase I have a static ip.

If packetflip don't provide this, is there any other private proxies provider that provide ip based proxies ?
