    most affiliate networks I belong to have email/zip submits if this is what you are speaking of try azoogle, copeac, cpaempire, neverblueads, ect

    i am getting declined by cpastorm, they just do not reply for my emails and do not approve me. either they are low on funds, or they are too tight.

    If your looking for CPA networks then there are over 100 listed here.

    There are some that use to allow incentive sites and no longer allow them due to the amount of fraud. But there are still networks that will allow incentive sites, but which ones they are out of the over 100 of them I can't remember. Sorry.

    Good luck with this anyway. Also, some networks still have incentive offers, but only accept certain incentive site applications depending on what incentives you offer you users or how you do the incentive stuff.
