No, its not the template, you have to update your .htaccess. If you make your .htaccess file writable Wordpress can automatically do it for you, or you can do it manually by copying/pasting the code provided at the bottom of the permalinks page in your admin panel. By the way, .htaccess is usually hidden so you may have to configure your ftp client or whatever you use to access your files so that it shows hidden files.
but there is no code in the admin thats the strange thing normally i know it is but this time i do not see it?
