Already I done that created Xml sitemap and submitted google through google webmaster tools. But, that was not accepted by google. Because some persons before me created the xml sitemap for same site and submitted google through webmaster tool. I deleted that existing one and upload the new and submitted the same to google. Is this cause any issue?

if google not indexing particular page than do off page submission for that page and generate backlinks for that page.

Sitemap.xml are different and robots.txt are different you need to generate by your self and upload in site root folder.
You can get more information here
http://www.google.com/support/webmasters/bin/answer.py?hl=en&answer=156449 then go to Generate a robots.txt file using the Generate robots.txt tool
