Some observations I made from linking to an external (high quality) page.

    1) When I added 2-3 links to a high quality site, my page moved up on SERPs.
    2) When I added more links to the same site, the page moved down on SERPs.
    3) When I made most of those links "nofolow", nothing happened.

I assume that google thinks that I want to spam/promote in favor of that external page, even after I used the nofollow.

My next step will be to remove most of the external links and see if the page moves up again, close to status of step #1.

BTW, in the meantime the page went from PR0 to PR1.

    Any comments/help on this?

What help you need ? You are experimenting and its going as it should be
SIMPLE : If you have good quality links it will help, if you do over link building it will not help

But it would be nice to know your URL and then comment
