    if you have hosting you might be better off just getting a domain, install a free Forum script like myBB or SMF, spend the rest on Promoting the forum. you will prolly end up with what you are looking for at that point and you did it all your self.

    $20 is not enough for an established forum.

    Not trying to be negative, just realistic trying to help out. You might be able to take an abandoned forum off someone's hands for $20 but you will be lucky to have any members already. It takes a lot of work and/or $$$ to get active members.

    $20 affords a domain name and some hosting. $200 affords a forum with a handful of users and some traffic. $2,000 affords a forum with active core members and daily posting. $20,000 affords a forum with a large active user base and lots of activity.
